Those fulfillment places contract to handle the rebate for x (an estimated percentage of the rebate demand) and when it looks like the outgo is going to exceed income, they begin "losing" or claiming "no receipt of submission" on rebate submissions or any plausibly deniable excuse. Keep copies of everything and some way get proof of your mail dates. Anyhoo, the tactic described above makes Logitech look bad - generally their marketing management will make it right.

I had slight trouble with Logitech...but nothing a call to their rebate center couldn't fix.
Wonder if he's tried that yet?
