Do you give freedom by age or maturity?

I won't give details, but some people I know seem to get more freedom based on age number and not on maturity. I would think it should be based on maturity because there are kids who can handle things at age 13 that some at age 18 or so can't handle...

Nothing really at the moment, I was just thinking about some spoiled kids...

I'd go for maturity if I had a say....I know 16 yr olds that are 2x as responsible than people twice my age.
