Do you feel sites like Zone-H.org actually PROMOTES hacking?

I know Zone-H doesn't actually partake in any hacking or defacing, but I feel that by putting up a "score board" of sorts they're actually promoting the activity?

Can't they be held responsible just the same? Guilt by association?
