I consider someone who is dating someone else as off limits.

I believe even if married that the decision lies with the person in the relationship.

I am married and not actively looking, but if my wife cheated I would not blame the other party.

The problem would be at home or just with her. The other person is merely extending an invitation, invitations can be accepted or declined.

This might not sound right, but I dont' follow any rule. Doesn't matter if someone is living with someone or has a ring or whatever. I'm single so I'm doing nothing wrong. If the other person is in a commited relationship, then it's their problem.

Do you feel that such behavior is ethical?

Exactly.

Of course you will tons of responses from the "no ring, fair game" crowd who we all know are great with the ladies. Of course they wouldn't know what to do with Johnson once out of the pants.

... if the person in the house being hit on just said something like "i'm flattered but im in a commited relationship." then perhaps there would be no problem?

Yeah, when I was single, a ring or living together or whatever never seemed to stop me. I'm generally friendly, especially to the opposite sex, and if a girl was desirable I'd let her know it. Some women decided they wanted to see just how desirable they are and I was happy to accommodate them.

It's very ethical. If another adult wants to do something you have no problem with, there is nothing wrong. A single person is committing no 'crime' should even a married person offer themselves.

The people that claim otherwise are usually insecure with their relationships and are crying out for a higher power than their own mates to control this possibility.
