Do Type 1 Hypervisors allow switching "on the fly"?

I am teaching a CompTia A+ class, and one of the topics is Hypervisors, and one of my students asked a question I couldn't answer:

Do type 1 hypervisors require a reboot to switch operating systems? My initial thought was probably yes, but I wasn't certain. The only one I've ever used is the one on a Mac which can allow you to reboot to Windows, and that required a reboot.

I've searched the web, and couldn't find an answer. Can somebody help me out?😉

Don't really understand what the user is asking.
With something like VMware ESXi, the hypervisor is installed on the hardware not on top of an OS layer. Each VM that is created is independent. So you could have 15 Windows installs running on a ESXi host, each one is a separate install and can all run concurrently.
