Do tweaks for video cards really work?

I'm looking through RadeonTweaker at all those tweaks. But I've heard several times from Rage3d that some people don't use them because they provide little to no speed increase and often cause visual problems.

I'm not talking about hyper-z, t&l, major things like that.

Example: use dynamic dithering, use agp macro tiling, blt from system memory, z compress all.

Many of the tweaks in RadeonTweaker are recommended to be on for perofmranced increase or better visual quality. But I don't really think they do much.

Anyone got any info on this?
 
yeah, i had an LE for a while and the framerate diff in counterstrike was about 3-5fps diff with everything on max performance, as aposed to nothing selected and i was unable to notice much of a picture difference.
 
Did you just go through RadeonTweaker (or anyone of the other tweakers) and load the default profile or enable all the setings it recommends?
