Do traffic shaping programs really do any good?

I see a program called cFosSpeed mentioned every now and then. It's a traffic shaping program that's supposed to reduce ping times and provide a better user experience when you have downloads going on in the background.

Anyone have opinions about these types of programs?
 
In high traffic environments where certain types of traffic are more important, then yes, a good traffic shaper can help. At home? Not so much.
