You've got four real choices, three if you're trying to keep it under $60.
A) Buy a PC arcade stick. Couple companies make them, roughly $75-$100 depending on features. Advantage is that most of these, especially the more expensive ones, are made with keyboard emulators (ipac) and are programmed with the default key assignments in MAME. Literally plug and play, even for the DOS version of MAME, great for making a MAME cabinet.
B) Xbox arcade stick and adapter. These arcade sticks are a little harder to find, although if you check your local EB Games or GameStop, you might find the Street Fighter Anniversary Collection arcade stick for $60, which is both PS2 and Xbox compatible. It'd be perfect for what you're looking for. I know my store's got two left.
The adapter you can build yourself, it's really easy. You take an Xbox cord and cut off the end that plugs into the Xbox. Take a USB cord and cut off the end that plugs into the computer, leaving a little slack. Connect the wires that match in color and you've built yourself a converter. You'll need to download a driver though, name escapes me at the moment.
C) Xbox360 arcade stick. Roughly $10 more than the Xbox solution, not as good a stick, but plug and play. As are all corded 360 controllers. Again, your local EB Games/GameStop. Don't know about BestBuy. It's the DOA4 controller.
D) PS2 arcade stick and USB adapter. This one is tricky. It
can be a lot cheaper if your local RadioShack stocks the PS2->USB adapter and if you've got a used video game store that has some arcade sticks cheap. You're probably not going to find them at an EB Games or GameStop, we don't take them in trade anymore. There's a great two-player setup though made by Blaze that would be perfect if you can find one at a trading post or flea market.
If you have to buy the controller new or order the adapter, you're going to be looking at a price that's pretty close to more expensive than the 360 or Xbox solution.
