Do they make PCI adapters that allow you to mount a PCI card parallel to the motherboard? I've been toying with a Thin PC idea and this would make it very easy

Also, what is a good 'stable' microATX AMD motherboard? And damn, when are those nForce boards going to get on the cheap.

They do make something sort of what you are looking for, but only for a different form factor motherboard. I not sure that they do for what you are probably using it for ( ATX ). I would suggest buying a ATX style desktop case. It would probably be cheaper than the part you are looking for if it does exist.

LSI Logic makes a PCI bridge card. This one plugs into a PCI slot and gives you three horizontal PCI slots. You won't quite like the price though. www.lsilogic.com

You'll be better off using "low profile PCI" cards. Height of these is about half of what standard PCI is. All you need is alternate slot brackets. LSI has SCSI cards for this, several display cards and NICs are available, and I'm sure pretty much everything else can be done on half height as well.
