I would say so. My X2 6000+ with a 3850 256MB scores about 9000 stock on 06 if I remember correctly. If I OC the card to it's max, I can get right about 10000.

I get around 12000 with a single 3870 and my CPU at 3ghz

Im currently using the 350W PSU that came with my Dell, do you think upping the PSU would result in more performance?

No it shouldn't, but it would be a wise idea to upgrade the PSU anyway to avoid any future failures.
