Do the numbers on Race Cars mean anything?

NASCAR/Indy/etc. doesn't matter...

It seems that once a car gets a number it has that number throughout its life.

Are the numbers just assigned at "random".

Did they used to mean something? i.e. Their standing last season?

IIRC the choose the number, and like pro athletes, they tend to stay with the number as it becomes part of their identity.
