Do Sub-20 cell phone plans exist?

I'm looking for a cell phone for my Mom. It will be used minimally, if at all. What is the dirt cheapest way to get a cell number?

if she is only going to use it for emergencies, get a track phone...if its just going to be minimal usage, just get a base cell plan...you can probably get something like 500 minutes for 20 a month or so...

prepaid maybe? Only if you can find a plan with minutes that don't expire, though...

you can get pay-per-minute phones. you buy the phone and the minutes. No monthly fee, just use up your minutes and refill it at the store.
They are all over the place in europe, and I heard we're supposed to have them here as well, but I couldn't tell you where to ask...sorry.
