Question Do SSDs slow down and affect frame rates like HDDs do when they start getting old?

Can you elaborate on the scenario you're asking about?

HDDs don't slow down from age, rather fragmentation, and that after the outer tracks of platters are filled, more data added nearer the center at same RPM is a slower linear speed. SSDs do not have this issue.

Frame rates (assuming gaming) don't go down if the game is written properly to entirely load that section/level of the game, regardless of whether HDD or SSD.

The game will load most of its data on RAM, so no, it wont shutter like that.
Typically shuttering happens when either GPU can not keep up with frame rates, or the CPU is just not fast enough and is bottlenecked somehow or resources dedicated to the game got mishandled by windows and some other program is dipping into it.
