Do Sega Genesis games play on any other console? Dreamcast? or Bleem?

😕 The Sega Genesis uses cartridges, not CDs. If you mean the SegaCD addon for the Genesis, I don't think it works with any other system.
 
there are emulators..but roms are illegal unless u actually own the cartridge...i've also had friend who threw snes roms on cd to play on the PS1..dont know how that worked tho
 
i believe that many of the old genesis sonic games were ported to the gamecube. link
however, i don't know if that's what you were asking for since you asked for dreamcast....
and of courses as stated above, roms and emulators~
