Do refresh rates vary in games and programs?

I just purchased a new Hitachi CM721F to replace a Costco 19" Sylvania. Now the main reason I got it was it looked great at the store with the little fishies and stuff but now I am having a second opinion. All around the edges there is a very very faint haze like. The main thing that is bothering me is my refresh rates in games. Now I never really paid attention to refresh rates until I started looking for new monitors to replace my two old 19". I alway had them on 85hz in the Advanced Settings but do not remember what they were in the games.

Is this important. I know with my previous monitors that I need to install drivers for it to get the right refresh hz but this monitor came with no CD drivers? It reads Plug n Play in the Device Manager. Is that right or my problems in games probally related to lack of recongition of the monitor? Well the games are like this, in 1024x768 in CounterStrike my monitor stats it should get 115hz , it reads H48kz V 60kz . In 1280x 960 it gets H60hz and V60hz. Should those refresh rates be at their stated rates? No do they vary on games or programs. I do know on my desktop at 1280x960 it gets its stated 85hz.


What do you think , lack of drivers or it varies between games and you all don't get your refresh rates as stated for your monitor in certain programs?

I run DetonatorXP drivers, (23.12) and needed to get RivaTuner and run the 60Hz fix
to get my monitor to refresh at the max rates when games changed to resolutions different than my desktop.

(ie: for me, it was a video card driver issue, not a monitor driver issue)
