Depends how old you are/tax status. If you're a dependant, your parents. If you're no longer a dependant, your money.

Being classified as independent by most colleges require you to either have a kid or be married if you are under 26.
If not they are looking at your parent's whether they contribute or not 9 times out of 10.
Also not all grants are income based.
