It all depends on what the road conditions are like. I work @ Papa Johns delivering pizza. While I don't live in the north, so I don't know company policy is for snow/ice, but I know that my store will deliver through a tropical system until the winds reach 50mph.
The reason the phone are busy is probably because the store has been inundated with calls. Usually during crappy weather, the store will recieve the most orders. Remember, they only have 5 phone lines, so if they have someone on hold on one of those lines, you're just gonna keep on getting a busy signal![]()

I know this is a little late reply, but yesterday where I work, we ordered 30 pies to be delivered. The company didnt want the employees to leave in dangerous driving conditions, so they ordered food for us...
The pizza place delivered Pizza & Soda, no problem.
