do PC monitors work as TVs?

This is probably a pretty stupid question, but I'm in the market for an LCD/flat panel TV and the price of the TVs are outrageous compared to some of the monitor deals I see.

I'd like to pick up a 20-24" LCD HD, but would kick myself if I bought one and it didn't work
 
Yes it will. Especially the ones with multiple inputs such as the Dell's. You will need an external tuner however. This can either be a cable box or an HD tuner if you want OTA HD

The monitor would have nothing to do with surround sound. The HD tuner would have everything to do with that. You would just need a digital sound connection.

The monitor should have component, HDMI, or DVI for HD viewing
