My dad would never understand Bit Torrent, ever.

My mom bought a DVD last week and tried to play it in the cd player in her car. She called me when it wasn't working and I had to give her the bad news. Amazingly BB took it back and let her purchase the CD instead :)

Check the Wireless settings, maybe they're sharing and someone is leeching or maybe they're torrenting.

Malware sucking up bandwidth? And as others pointed out, if they have a wireless router, make sure nobody is leeching off them. If you're sure it's nothing on their end, I'd call up their ISP and give them an earful. Those speeds are ridiculous.

At the end of the Dial-Up reign, I could manage those speeds on phone-lines. That's absolutely TOO SLOW for DSL.
