You can just buy a hygrometer, but if you want accurate readings... its not easy.
However, for relative humidity in terms of percentage, there are very cheap devices that you can buy from your local hardware store. If you want to go all out, any store with serious thermometers will sell the psychrometer/hygrometers side by side.
For some ideas, check out Mcmaster-Carr and run a search for "hygrometer". You will find many humidity indicators and see what kind you can get for your budget.
Not bad, battery should probably last a year. Seems to be a standard device for giving a "good idea" of the measurements in your room. If course, if you don't mind analog, they do not require batteries.
