Do laser printers clog up like inkjets?

I don't print alot and wondered if I would be better off with a laser printer?

I've never run into one that has clogged up.

We have to clean them every once in a while because toner can build up and get on the paper eventually.

What exactly do you mean by not very often exactly?

Sometimes the toner will cake a bit - particularly in humid environments. So you may need to shake the toner cart to loosen up the toner just like you do when installing a replacement. Just be sure to cover all openings in your cart or you'll have toner all over everything. But I'd still get an inkjet if you don't print a lot. The Canon iP4300 is hard to beat now that there are clone ink tanks for it. If you at least run a test print a few times a week, you shouldn't have much of a problem with clogging.

I have a Samsung ML 1610 Laser printer and if I dont print for about 3 weeks then it will print in streaks till I remove the Toner cartrige and shake it. After I remove the Toner cartridge it is quite difficult to re-insert it again :(

That sounds like a Samsung problem. LaserJet carts go in and out easily all the time. A gentle rocking motion is suggested after a long layoff - but - caking or clumping toner is not the same as clogging. Also, top quality toner does not usually cake.
