Do I threaten to leave a job?

If I want a salary raise at my current job but the employer will not budge should I counter that I'll be looking for another job in the meantime?

Werd. Don't threaten. Find another job and go. Don't even bother with asking for the counteroffer. You don't want to work at a company that only values you when you threaten to leave.

I am in a similar situation.

My current job said that could not do anything for me rate wise at my current job position/title.

I asked for a raise and even though I was highly rated by my managers, I am supposedly already above the budget for my job position, so the only way I would get a higher wage was if I moved to a different position within the company.

My boss did tell me I could wait for something to open up, and he would give me the flexibility to work the hours I wanted to while trying to find a job somewhere else. They didn't want to lose me, but I apparently reached the limit of growth within the company (at my current title anyway..)

You can only threaten to leave if you're absolutely critical to the company's operation, which doesn't really happen often. You're just a tooth on a gear. If the gear goes missing, the company can still chug along with a little skipped "beat" occasionally until that tooth gets replaced. Most people can't consider themselves to be a full gear, or shaft. Most people just wind up getting the shaft if they threaten to leave.
