Do I still need dual core drivers for a 939 X2 3800?

Does anybody know for sue if I still need the AMD drivers and WIndows hotfix for the above cpu? THere was even some boot.ini thing you had to had - are people still doing this?

Yeah. I had issues with a game (can't remember which) without it. I don't think it was part of SP2. You don't need to mess with boot.ini for dual-cores (you might want to if you have 4GB+ of RAM though).
