Do i need to upgrade my PSU?

Ive currently got a Thermaltake xp480 400W PSU that came with my tsunami case and a 3500+ and 6600GT. Im thinking about upgrading to a 7600GT or even maybe a 7900GT but im not sure if my psu can take it. Ive heard 18Amps minimum is needed on the 12V rail for a 7600GT, but ive also heard it draws less power than a 6600GT.. my current psu has only 17amps on the 12v. Will it be able to support a 7600gt, or will i need to upgrade? and if it can take a 7600gt/7900gt, will i be able to overclock it at all safely? thnx in advance for any help.
