Do I need to reinstall windows..

Which are you running? You don't have to reinstall Windows. Just make sure you get the right drivers for the 7800 GT and completely remove your old ones before installing the new ones.

I can't speak for Linux, though.
 
Driver cleaner can be handy if you get your drivers screwed up somehow, but it is overkill for just swapping cards.
 
If you have an nVidia card already you shouldn't even have to reinstall the drivers that are currently installed.
 
When I get a new GPU I always like to reformat. It doesn't take much time and you're new card is going to perform perfectly as a result.🙂
