Your motherboard will come with Via 4 in 1 drivers on cd,you Don`t need to install them all ,I do since it does not matter ,but you will need to install these below.
This is from Via,

Q: What is the procedure for installing Win98 on VIA chipset based systems?
A: There are four important steps to follow:
1) Go into BIOS setup and enable USB
2) Install Win98 on your system
3) Download and install the VIA IrQ routing miniport driver from our driver page
4) Download and install the VIA AGP driver from our driver page.

Excerpt from: Paul's Unofficial ABIT KT7 & KT7-RAID FAQ

"What drivers should I use with the motherboard?
VIA drivers
It is recommended to do a clean installation of Windows when you first install your ABIT KT7 motherboard. Immediately after installing Windows 98 or Windows 2000 you should install the latest VIA drivers for the motherboard. The original VIA drivers should be included on the CD which accompanied the motherboard, but the latest drivers can be found at http://www.via.com.tw/drivers/index.htm or www.viatech.com/drivers/index.htm. Always install these drivers before trying other solutions to your problems! See the VIA official FAQ for more information on the use of these drivers. The latest VIA drivers will only install those drivers you require.

Latest versions
4in1 drivers version 4.24 at www.via.com.tw
Leaked 4in1 drivers latest version 4.25a (updated 11 September 2000 at VIA hardware, but install problem with Windows98SE only)"

Did as told & have trouble-free system.
