hi!

I have a 60Gb drive..i think ata-100 ..not very sure
do i need to buy another sata when building my new system? will the performance be improved for a non-gamer?

If you're going to buy a new board with SATA and you're going to bu a new hdd anyways, you can just as well buy a SATA disc. It's not going to noticable faster than a PATA drive.

i don't necessarily want to buy a new hdd..that's why i asked if using the old one would make a noticable difference or not

While not any faster than a comparable PATA drive, you'll be better off buying SATA as long as your motherboard supports it. Newer motherboards have more support for SATA than for PATA, with some manufacturers offering support for a total of only 2 PATA devices (and 8 SATA).

Yes, they are faster.

IF: your HDD is @ 5400RPM and (most certainly) has 2Mb of cache, then YES, you will notice a substantial increase of speed, since ALL SATA drives come @ 7200RPM w/8Mb cache.
