Do I need a phone plan with my moto g?

I downloaded a free app with low cost minutes, but if I don't have a data plan I will have to use WiFi. Are there universal mobile WiFi? Whats the cost? I don't talk on the phone a lot and the prepaid Verizon plan is 45 dollars
