Do I need a new PSU?

When I boot up the computer it loads normally except its missing a bunch of letters and everything is slightly distorted in lines like the matrix letters... then windows starts to load then stops and turns off.. even the bios is messed up.

All indiviual components like CPU and mobo, video card check out... could this be PSU?

Depending on make of PSU. Your PSU could be suspect. Non-named brands may have that effect.

Just make sure you don't buy those under $50 PSUs.
