Do I need a new Power Supply?

I got a MSI K7T Turbo R MB w/ AXIA 1ghz (native) non oc'ed CPU w/ Harddrive, DVD, CD-RW TDK 12x variety and a Global Win WBK38 HS w/ the 7000 rpm fan. whenever I hook up my Sunon 80 mm fan my comp starts acting weird. Oh yea I also have a USB Sidewinder Commander plugged. If I unplug the sidewinder problems go away.

My Power supply is an Non AMD approved 300 watt (Compusa cheapo) PS. Could it be the PS??
 
The compusa PS is a good one. It shouldn't be a PS problem. It is most likely a software problem.
