Do I need a front chassis fan?

I have heard that you only need a front chassis fan if you two or more hard drives. I've looked around at different rigs that only one hard drive. Some have a fan while other so do not. Are there other factors I should consider when determining whether I will need a front chassis fan?

It's not necessary, but it's a darn good idea.

Having a little airflow over your hard drive will make a lot of difference with heat buildup around it.

Does your case have a spot for one?

Even a 1,000 RPM front intake fan will do wonders to cool your HDD's.

you don't really need one. i don't put one since i have 2 noisy antec 80mm's on the back and they pull enough air in. my WD1200JB seems happy, and i can feel that air is getting sucked in from the front of the case too.

I'm looking a 120mm fan at (very roughly) 600RPMs. I have doubts that my hard drive will get that hot, but I would be very unhappy if it slowly cooked itself.

If you have the spot for it, a slow 120mm fan sounds like a great idea. Heat is not a good thing for hard drives. It gets worse as you add more right next to each other so the heat produces is more and airflow gets worse.
