Do I have to re-register a DLL?

When I right-click My Computer -> Properties, I get this error...

Run dll as App...blah blah...Must close...blah blah.

I googled and looked around for similar problems. The best that I could find/understand was an alternate way to reach System Restore, which I would prefer not to do. Any suggestions would be appreciated. Thanks again for all the help.
