do i have to file for my state tax return in Cali?

LOL.... get 20 back but lose 60 bucks for an accountant to file it. That is unless you do it yourself.

Yep, you have to file. Better to pay the $20 then to have the California IRS agents calling.
 
Fill out the forms yourself. If you have a high school education you should be able to handle it. Other than postage and an envelope, it shouldn't cost you anything else to file as the forms are available for free.
 
If you have a miniscule refund with the federal government, have a little fun. Go for the refund, but when you get the check, don't cash it. They'll re-issue it every other year. I have 3 checks for $1.42 pinned to my bulletin board.
 
Go to the California Franchise Tax Board website. File it for free. Takes less than a week for your refund to come back.
