Do I have skin allergy?

This past week was very sunny and pollens were flying everywhere.
The skin around my jaw started itching. At the moment, my skin is so dried and a lot of places in my face are rashing up. Do I have a bad case of skin allergy? What can I do about it because the itch is pissing me off.
