Do I have a virus?

I get those distortion colors sometimes in different windows and I don't know what is causing them.

I tried changing video card drivers, I tried reinstalling windows.

I have Pentium 4, 6800GT, latest nvidia drivers on Windows XP.

Look at this

Possibly one of Windows XP's graphical effects for windows in the background has gotten messed up? (I always make my XP installs look like 2K, so I maybe wrong about there being an effect for windows not in the foreground) Try doing this and see what happens:

Rightclick on My Computer > Leftclick on properties > click on "advanced" tab > under performance, click "settings" > click "adjust for best performance" > click "apply" > click "ok" > test and report back

Sounds more like a hardware issue.

If your video card is going out you can try letting it sit in the bios screen.

If you get funny colors or flashing there, it is most definately the video card itself.

OR... it is another piece of software. What is that icon in the middle of your system tray? Is it an X desktop? Another desktop could incorrectly change the display colors.
