Do I have a bad PSU?

Computer froze and when I went to turn it back on nothing happens. (like absolutely nothing) I don't understand why it would freeze but still display my screen if it was a PSU problem, but the little green LED thingy in the back won't even come on anymore. Should my first step of action be to swap out PSU's and see if it will boot?
