Do game companies just sell CDKEYS or even oem?

Hey, i work at this local PC cafe, and i been searchin for an answer for this, but have been unable to find. Bascilly, we are lookin for the cheapest method to buy bulk games since we need 40 copies each, but only require one physical copy and plenty of cdkeys for online usage. Do any game companies offer this type of deals or packages? we dont need all those physical copies, just require cdkeys, and most games are going for 40+ each. i remember newegg used to sell oem games with just jewel case and cd for 20bucks each, but i would prefer the cdkeys only. anyone know more info about this? if companies dont see cdkeys, how about sites that sell oem games in bulks? thanks
 
Contact the game publisher and give them your situation. They might be able to help you, but I'm sure you're going to have to provide proof of your business...

and, 40 is kind of small fry for a game publisher but they might be nice...

They'd be losing out on the $1,600 you planned on spending!
