Do FBI agents actually run the end-loader?

Looking at this pic from the Detroit News over the FBI looking for Jimmy Hoffa again:

It sure looks like the one guy has a FBI hard hat and t-shirt on and the end-loader looks like it's FBI blue. Are people actually employed by the FBI that do the digging?
