Do DVI to VGA adapters work the other way around?

The DVI-I connector on the video card has pins for both digital and analog operation - the adapter just breaks out the analog pins to the 15-pin HD connector normally used on analog monitors AFAIK, the analog pins in the DVI-I connector aren't connected to a digital LCD monitor.
. You can't operate a digital monitor from an analog signal. Of course, some LCD monitors have both types of inputs.
