Most of the consumer-level audio cards do not have phantom power functionality. The good news is, I recently bought the ST Audio DSP24 MEDIA 7.1 from musician's friend for $349 shipped. It has a microphone pre-amp with gain control and phantom power (balanced mic in with 48V switchable phantom power), switchable phone pre-amp (with hardware RIAA EQ) / line level analog inputs, headphone amplifier, 8 multi channel analog outputs, and a 16ch MIDI interface. It's also the first sound card with an on-board GM/GS hardware synthesizer. The drivers are FAR superior to any other set I've seen. Imagine the TBSC drivers on steroids and there you have it.
