do/can people scam car insurance companies by getting their car registered in another state?

just a thought I had the other day... lately I've noticed a lot of cars with South Carolina plates around, even on local roads far out of the path that tourists take on their way to NYC and beyond, and I can't believe there's been some massive migration from the carolina's up to new jersey.
