Do any programs store user data in the windows folder?

Are there any programs that store user data in the windows folder? I know OE used to in earlier windows versions but are there any programs that will be default stoer data in the windows folder or is it safe to not back it up before you format?

I tried posting this in the software forum as well, but maybe it's more of a technical support question.
