Do all UPS ship centers charge the customer the same rate?

I'm pretty sure its much cheaper to setup an account and pay for and print out labels through UPS.com. And if you have a Paypal account, you can signup for the UPS Special Pricing Program for eBay sellers, which discounts the shipping rate even more (I think you get the same rate you would get if you paid for the Daily Pickup service).

It's supposed to be for shipments for eBay, but it works for any shipments. I think Fedex is still cheaper for most packages though.

I would think directly going with them would be cheaper, cut out the middle man.
