Do all ATA-133 controllers support 48-bit LBA?

I should think so, yes. As do most all ATA100 controllers. I won't go so far as to assure this, but I would buy any ATA133 controller and think 48-bit LBA would be enabled by default. ATA100 cards are more iffy. Check the specs if you are not sure.

with a bios update the promise ata 100 cards will support 48-bit LBA!

Yes, every ATA133 card does 48 bit LBA. That was one of the reasons Maxtor pulled ATA-133 out of their hat.
