Do 8/16 bit recovery time in BIOS matter for OC'ing?

I have these two settings, which I would guess are for the memory, both set for 1. They can be set up to 8, so I was wondering if maybe that's why I'm not having much luck OC'ing the FSB on my system.

It's actually for ISA cards (8-bit and 16-bit). This should be set at NA for fastest performance, but can be changed if you're having problems with a ISA card. If you don't have a ISA card in your system, it's doesn't matter what you change it to.
