DNS servers defaulting to specific servers I've changed from

Not related to the laptop DNS issue I posted about yesterday (this is just on my PC at home, with Torguard client).

Internet works fine normally but when I connect with Torguard after a reboot, it often has issues connecting - says something about my public IP being unverified in the Torguard client (but still indicates "connected"). I can't load any webpages. Disconnect from Torguard and I load pages fine.

I check my TCP/IP properties and DNS shows Level 3 DNS servers 4.2.2.2 and 4.2.2.3. I don't believe they allow anonymous/proxies and that may be why it fails when I connect with Torguard. I update it to another set of public DNS servers like 208.67.220.220 and 208.67.222.123 and Torguard verifies/connects fine right after and pages load. But the next time I reboot or something, I see that my TCP/IP settings have DNS servers back to 4.2.2.2 and 4.2.2.3. It also defaults back to those even when I choose to obtain DNS servers automatically. Why does this happen?

I checked my FIOS router settings and it was set to obtain automatically. I even tried setting it to my 208.x.x.x DNS servers there, but I still find it defaulting back to the 4.x.x.x. A google search indicated that I may have malware/virus but I've checked that already. I looked at torguard's forums and people have indicated this initial connection issue also (no mention of DNS servers though) and there's no official resolution for months.

To add, currently I'm connected and TCP/IP properties show I'm using 208.x.x.x, but when I go into powershell, it shows:
