DNS private networks - Legal?

I run my own DNS servers and on a hunch I setup a web site: www.test.test
when I put all of the appropriate info in the DNS servers and add the my DNS server IP to my TCP/IP DNS ser list I'm able to see the site.

So my question is:

1) Unless I place My DNS server IP at the top of the DNS list IE doesn't see the site, is there a way to force looking up all DNS server listings? (I assume that IE is timing out)

2) is creating you own network of domain extensions even legal?

1. The best thing for you to do is to put your DNS server at the top of the list (on the client machines), and then whatever servers you were using as a forwarder for your DNS server. This way, it will check your DNS server, and if the record doesn't exist, it goes to that other server (probably run by your ISP) to check.

2. Legal. Since other DNS servers are NOT going to be pointing to yours for forwarding, no one will ever see those addresses except people on your own network.
