DNS, help me out here

1. I strive to use a different DNS than supplied by my ISP, cause eff them, they're not gonna snoop/sell my data
2. I use a vpn, btguard.com, for many things not torrenting, i use btguard cause they dont keep logs and second cause server is located in toronto ..canada, excellent privacy laws.

Before hand I used alternate-dns servers, alternate-dns.com and that worked just fine, but today I couldnt connect my service provider. Made a lookup

vpn.btguard.com : 184.75.213.146
ping requests died too
used a few online tools to ping vpn.btguard.com and look and behold, it was up and working, not only that but at another IP address!!
What the hell.
Changed to verisign DNS servers and pinged again
vpn.btguard.com : 109.201.137.164

184.75.213.146 is indeed canada, toronto
109.201.137.164 is netherlands, roosendaal.. Where btguard has services too.

Now to my question.
Are all DNS servers not created equal? Besides from not being updated or owned or whatever, can a DNS service based on where an ip originates from shell out different IP's to the same name lookup?

Anyone rolling their own DNS server?
