A California Department of Motor Vehicles employee slept thousands of hours on the job since 2014, a report released Tuesday from the state's auditor says.

The report estimates the employee slept three or more hours daily at her desk since February 2014, totaling over 2,200 hours of work time and costing more than $40,000.

The employee worked as a key data operator. Her duties included "routine data entry for change of address and new vehicle ownership forms," the report says.

She processed less than half the documents that she was expected to – an average of 200 documents a day, when key data operators are expected to process more than 550, according to the report.

While her supervisors were aware of the issue, the report found that they underestimated the amount of time the employee was sleeping on the job and did not properly follow disciplinary procedures.

A supervisor reported waking the employee up "three to four times each day," the report says. It says the work the employee did complete "was often so inaccurate" that coworkers wouldn't trust her to correctly enter their address or vehicle ownership change.

Supervisors suspected a medical issue was contributing to the employee's problems, which led them to be "reluctant to take further steps to address the employee’s sleeping and poor production."

The employee's doctor told the DMV she was unable to perform the duties associated with her job. Subsequently, the employee obtained a physician's release saying she was able to perform her job's duties, the report says.

Earlier this year, the DMV said it was unable to proceed with disciplinary action because the issues had not been adequately documented. The report says that documentation was completed in March of this year.

The state auditor's office investigated 1,481 instances of alleged improper governmental activities in the past year, the report says.

I'd want to know what 'proper disciplinary procedures' are in this case. Those can range from a simple free form document in her file to "They only filed forms 1345b 12009c and 141f but because this happened in a 4th floor cubical form 9980q was requires and needed to be signed by the facilities manager"

What do you base your assertion that this is widespread behavior among government workers?

Surely you have studies that back this up? GAO reports?

Or is it just some hard feels because you envy these mythological super-loafers?

There is nothing data-wise to base it on, because they don't collect anything TO base it on.

Thus the only thing we can base it on, is what we experience in day to day lives. I've never heard anyone compliment a government office visit for efficiency, hard working, or even half-way decent/happy people.

Both the employee AND the manager should be fired in this case. If you don't have work, you ask for work. If the manager doesn't monitor your efficiency, then they aren't doing their job and should be fired as well. But they don't really care, do they? Because they know they will never get fired. They have no reason to be efficient, they don't have to earn profits. They will collect their tax dollars regardless of output.

I mean, just go back in history and read about why Russia fell under socialism for fucks sake. It was from shit worker output because they had no incentive to work.

7/7- Woke employee up, 2pm, walked employee out the door

Just add some coaching and that’s exactly what should have happened. Point still stands it’s lazy management.
When I managed Unioned employees it would drive me nuts to hear you can’t fire them. Bullshit I fired several, you do have to make observations, document observations and coaching. No taking short cuts or having different standards for different people in the same job position.
Basic stuff

Edit: my favorite thing was when a Union Steward would say “tons of people do that and you’re writing Anthony up for doing that?”
My reply was always the same “Give me a list of who is does this, I’ll write them all up.”

You haven't seen lazy ass freeloaders till you've watched the military "work." 9 hour schedule which includes two, 2 hour breaks and then there's training which totally ignores the needs of the job they're currently working. Add in the philosophy, one grunt one job and you're lucky to get 4 hours of actual work out of a 9 hour shift.

Yeah, sorry, I've dealt with this at multiple large corporations and never seen anybody get fired on the spot for it.

Fire all these idiots, wasting taxpayer money and not working is unacceptable. This is happening in many other departments as well.
