DMV Question about transferring ownership

I'm trying to transfer a car into my name. So I went to the DMV and filled out a bunch of paperwork and mailed it in.
Now they've sent me back my paperwork with a new note saying they require more forms.

Does anyone know what a
Lien Satisified is and how to obtain one?
